The best advice I ever got was this: if a compliment about someone pops into your head, you should tell them.
Like I have to add the caveat don't be a creepy fuck (unless you know them and they like that) because there's 8 billions of us and that means there are folk who are super creepy just by law of large populations. I'm talking about real compliments, not preludes to flirts or slaps.
Absolutely! I usually pick more neutral compliments and make sure I give them to both men and women alike.

I have a dear friend who got pranked by someone. They set his Facebook posting options to post only at me and he didn't notice for a couple years. He just wondered why no one else commented on his posts.
We've both got slightly oversized egos relative to our accomplishments, so that must have been rough.
Whoa, that's so mean. I'm glad it was finally realized, did he ever discover who did that? I hope he's doing okay now.

oh yeah. Some days, I pass out in a stupor & have to keep myself from checking notifications for as long as curiosity can stay away from the cat.
It's nice when you eventually check..and it turns out to be constructive feedback or support. Even with downvotes. There's an art to this.
I have learned to avoid posting to the dark souls communities when I'm in a mood.

If 12 people upvote something I posted or said, that means that at least a third of those people actually genuinely considered what I said/shared.
If I share something that even reached 2 or 3 people... that is a lot of people. The absolute numbers don't mean much to me, honestly if even a single person genuinely reads an article I find interesting that I share and it impacts them, on a platform as cool as this... I feel good.
Now if I am posting/commenting something bitesize, something fluffy or flippantly fun, than 2 or 3 people reacting doesn't mean much, so it all really depends on the context.
